What is the evidence that the rpk model works to attain enrollment grow (and hence fiscal stability)?

To be fair, while I think the preliminary results don't look good, they could improve over the next few years. But at what cost? Public higher education will have been remade, with less choice and access for students, less faculty autonomy and security, and less of an ability to shape citizens for a democratic society. But perhaps that is the 'cunning of Capitalism'
